Paul Higgins

Personal context

Summary

Welsh media executive and producer associated with Optimum Releasing, Dragon Digital, Dragon Post Wales, and film and television projects including Submarine, Hangar 10, and independent Welsh productions. He received an MBE for services to the arts and Welsh film and television industry and was a prominent advocate for strengthening Wales’s production infrastructure, developing local skills, and investing in emerging filmmakers. His public work also supported accessibility and neurodivergent talent through the Exceptional Minds initiative. These are meaningful cultural and industry-development commitments, but the available record does not show a sustained focus on race, gender, sexuality, DEI politics, partisan activism, or culture-war issues.
