Criminal follows Jericho Stewart, a violent death-row convict with brain damage that keeps him from feeling normal emotions. After CIA agent Bill Pope dies in London, doctors place Pope's memories and skills inside Jericho so he can find a hacker who can control nuclear weapons. Jericho escapes, searches for the hacker, and slowly connects with Pope's widow Jill and young daughter Emma. The movie mixes bloody chases, gun fights, science fiction, and a simple story about a damaged man learning love and loyalty.
The film's main idea is that memory can carry emotion and change a person, even when the new body begins as a violent criminal. Jericho follows Pope's memories through the widow's home, a university, and London streets while enemies chase him. Jill and Emma become the people who draw out his gentler side, even as he still uses brutal force against the threat. The story treats love, family duty, and personal choice as the answers to Jericho's damaged past.
