The Report follows Daniel J. Jones, a Senate investigator who spends years studying the CIA's post-9/11 detention and interrogation program. He reads millions of pages and builds a huge report for Senator Dianne Feinstein. The work reveals waterboarding, sleep loss, forced standing, secret prisons, and deaths in custody. Jones then fights the CIA, the White House, and other officials who want to limit or hide the findings. The movie is a tense and serious political drama that moves between quiet office work and harsh flashbacks.
The movie presents torture as cruel, unlawful, and useless for finding good information. It also shows officials defending the program, hiding mistakes, and using national security to avoid blame. Jones acts as a truth seeker who believes public records and basic law can restrain powerful agencies. The film treats public oversight, open government, and basic rights as checks on powerful agencies. Its main message is about government abuse, secrecy, and the duty to face wrongdoing.

Creator track record context
Scott Z. Burns has a record of supporting progressive social issues and environmental activism. Steven Soderbergh and Nancy Dubuc add progressive and workplace diversity signals. The wider producer group includes many people with little or no public activism record, so the background is moderate rather than dominant.
