22 July follows Viljar Hanssen, a teenage survivor who is badly wounded when Anders Behring Breivik attacks a Labour Party youth camp on Utøya Island in Norway. The story also follows Breivik in prison, lawyer Geir Lippestad, Prime Minister Jens Stoltenberg, and families facing the aftermath. Viljar must learn to walk again and decide whether to speak in court, while Lippestad must defend a killer he hates. The film moves from a frightening attack to a slow, serious story about recovery, law, and public grief.
The film gives repeated attention to Breivik’s anti-Muslim, anti-multicultural, and anti-left beliefs. It shows those beliefs as a far-right threat and links them to a wider fight over democracy in Europe and the West. Stoltenberg answers the attack by defending an open society, while survivors answer it through public speeches and continued political hope. The message is openly anti-fascist and anti-extremist, but gender, queer identity, DEI casting, and representation are not central parts of the story.

Breakdown
These are the editorial factors and ratings behind our score for 22 July.
Woke representation / casting
Not present. The film uses an all-Norwegian cast for a Norwegian story. Its public casting explanation focuses on local accuracy, not a diversity campaign.
0%
Woke political dialogue
Breivik repeatedly attacks Muslims, multiculturalism, Marxists, liberals, and the political elite. Stoltenberg answers him by defending democracy and the rule of law. Court scenes keep the attacker’s political cause in the story instead of treating the killings as random violence. The film’s anti-far-right message is clear and repeated, although it is tied to the real case rather than a DEI campaign.
44%
Identity-driven story themes
Breivik targets a Labour youth camp because of its politics and hatred of a changing, multicultural Norway. Lara is a survivor whose refugee family makes her part of the attacker’s target group. Viljar and the other survivors answer him by defending shared democratic values. The film makes this clash between far-right identity politics and open democracy a major theme, but it does not center gender or queer identity.
43%
Western institutional / cultural critique
Not present. The film shows failures by the government and police during the attack, but it does not present Western institutions as oppressive. The courts, law, and democratic response are shown as safeguards.
0%
Woke character or canon changes
Not relevant. The film dramatizes real people and real events without an identity-based recasting or canon change.
0%
Anti-woke backlash and complaints
Not present. The separate X research found no anti-woke complaints. Wider reviews and audience posts argued about the film’s timing, language, pace, and focus on Breivik, not about DEI or identity politics.

Creator track record context
Paul Greengrass has a mild left-liberal record of films about war, racism, and political violence. Åsne Seierstad often writes about war, authoritarian rule, terrorism, and women’s freedom, but she is not mainly known for DEI activism. Greengrass’s interviews frame this film as a warning about the far right and a defense of democracy. Other listed producers and casting workers have little public record of activist work.
