Deadshot leads a team of criminals that Amanda Waller forces to work for her. Waller is dying, so she sends the team to steal a magic card that can send its holder to Heaven instead of Hell. The group travels through the violent underworld of DC villains while Vandal Savage and Professor Zoom chase the same prize. The movie has a bloody, crude, fast-moving tone, and its story mixes black-ops action with fantasy and dark jokes.
The film includes Scandal Savage and Knockout as two women in a romantic relationship. Their relationship includes a kiss and a sexualized scene, but it stays in a side plot and does not control the mission. The main emotional story follows Deadshot's wish to return to his daughter and Bronze Tiger's effort to live by his code. The film also places Amanda Waller, Harley Quinn, and Killer Frost in active villain roles, but it does not turn gender or identity into the main subject.

Breakdown
These are the editorial factors and ratings behind our score for Suicide Squad: Hell to Pay.
Woke representation / casting
The film gives prominent roles to black characters Amanda Waller and Bronze Tiger, plus a same-sex couple. These choices are visible, but they come from established DC characters in a large comic-book world. The squad has four men and two women, and the film does not market the cast as a diversity statement. The casting creates only a small identity signal.
10%
Woke political dialogue
Not present. The dialogue mentions government black-ops work, payoffs, dictators, and corrupt senators. The film uses those details to set up a crime mission, not to push current activist politics.
0%
Identity-driven story themes
The film shows Scandal Savage and Knockout as lovers and includes a brief kiss. Their relationship affects part of Scandal’s actions, but it remains a side plot. The main story follows criminals seeking a supernatural escape and Deadshot’s bond with his daughter. The film does not make queer identity or broader representation its main theme.
15%
Western institutional / cultural critique
Not present. Amanda Waller controls criminals through neck bombs, and the story treats her agency as ruthless. The film does not connect that abuse to a modern critique of patriarchy, capitalism, Christianity, or Western culture.
0%
Woke character or canon changes
Not relevant. The film uses an original DC animated story and its own versions of existing villains. No identity-driven race, gender, or sexuality change is clearly presented as the point of an established character change.
0%
Anti-woke backlash and complaints
Not present. The available X pass found no anti-woke complaints, boycott talk, or review-bombing. One fringe forum discussion briefly called the lesbian couple a possible woke moment, but it did not become a clear or sustained backlash.
0%
Creator track record context
The cached creator history is mixed. Several writers have records involving representation, queer themes, or black history. Sam Liu and most of the production team have mainly worked in traditional superhero animation. The film itself does not strongly reflect an activist creator message.
