2023 · Based on 1 season, 8 episodes through August 29, 2023 ·
Raylan Givens is a U.S. marshal living in Miami and trying to be a better father to his teenage daughter, Willa. A roadside arrest pulls him into Detroit, where he joins local detectives hunting Clement Mansell, a violent killer who keeps slipping through the justice system. Raylan also clashes with Carolyn Wilder, a sharp defense lawyer who represents Mansell while fighting her own battles with the city’s courts and police. The season mixes gun violence, dry jokes, family strain, and a darker look at an old-fashioned lawman in a modern city.
The show gives visible weight to race and policing. Carolyn is a Black Detroit lawyer who challenges Raylan over his treatment of a black suspect, his anger, and the power his badge gives him. The story also follows several black detectives, a black judge, and a gay black bar owner with his male partner. These choices support recurring identity-driven themes about race, police conduct, and who gets power, but the murder and blackmail plot stays at the center. The season uses these ideas as part of Raylan’s personal change rather than as constant activist speeches.

Breakdown
These are the editorial factors and ratings behind our score for Justified: City Primeval.
Woke representation / casting
The show places a black female defense lawyer at the center of its Detroit story. The cast also gives major roles to Black detectives, a black judge, and a black gay bar owner with a male partner. Detroit makes much of this mix believable, so the score is not high. The casting still carries a clear identity focus because Carolyn was changed from a white book character and producers linked that choice to race and police inequality.
35%
Woke political dialogue
Carolyn challenges Raylan in court over his treatment of a black suspect and his plan to put the suspect in a car trunk. The show later has characters discuss police brutality, racial inequality, and the history of marshals catching runaway slaves. The same conflict returns when Carolyn questions Raylan’s anger and his power as a white marshal in Detroit. The dialogue is recurring and clear, but it does not fill most scenes or replace the crime plot.
35%
Identity-driven story themes
Carolyn’s story ties race, power, and police conduct to the main murder case. Raylan is treated as a white outsider whose badge gives him more room to act than the Black suspects and police partners around him. The season also gives lasting space to Sweety and Trennell’s relationship, although their sexuality is not the main plot. These themes shape the Raylan and Carolyn conflict across the season, but Mansell’s murders and the blackmail scheme remain the main engine.
39%
Western institutional / cultural critique
The show repeatedly questions the power of police badges, courts, and old-style male anger. Carolyn calls out Raylan’s treatment of a black suspect and says that not everyone gets to be angry in the same way. The Detroit police and courts are tied to bribery, cover-ups, and a notebook of powerful names. Raylan’s final use of force and decision to retire give the criticism a lasting effect beyond one corrupt officer.
48%
Woke character or canon changes
The show changes Carolyn Wilder from a white character in Elmore Leonard’s novel into a Black Detroit defense lawyer. Carolyn is one of the season’s main characters, and the change helps drive its race and police discussions. The show also adds Raylan to a story that originally followed another detective, but that change does not alter an identity trait.

Anti-woke backlash and complaints
A few small X accounts called the show woke, woke garbage, or left-leaning. The complaints focused on Carolyn’s Black casting and romance, the race dialogue, the larger black cast, and the gay couple. Some posts also said the sequel hurt Raylan’s legacy or made the white man look bad. The posts had little reach, and no large campaign, boycott, or review-bombing was found.

Creator track record context
Most key creators have low or modest scores and mainstream crime and drama careers. Eisa Davis, Walter Mosley, Sarah Timberman, Kevin Rodney Sullivan, and Katrelle N. Kindred have stronger links to race, gender, women-centered stories, or people pushed to the side. The show uses some of those interests in its race, police, and power themes. The overall record is mixed, so it supports a moderate score rather than a high one.
